“It is mistaken to recommend that power in Delhi LG was a semantic lottery. It is regulation made by the Parliament, it fulfills the attentiveness practiced by LG since regulation expects him to do so and falls under the special case of Article 239. It was 1993 DMC Act which initially vested the ability to select on LG and it’s anything but a remnant of the past,” he said.
